Data Manager 

Background: SCHOOLSMARTKC (SSKC) is a charitable, non-profit organization that works to significantly improve the performance of schools in the Kansas City Public School Education System. For more information about SchoolSmart KC, please visit SchoolSmartkc.org 

System of Care for School-based Mental Health Services: One of the significant initiatives spearheaded by SSKC is the development of a School-based System of Care for Mental Health (SOC/MH). Its purpose is to ensure that all students enrolled in the Kansas City Public School System have access to quality mental health services, particularly ensuring students’ access to quality one-on-one interventions (Tier 3). The SOC/MH will begin with six public charter schools, whose aggregate enrollment is estimated at 6,525 students, and five mental health agencies in Kansas City, Missouri. To ensure that students are receiving the mental health services they need in an effective and timely manner, the SOC/MH will have an information system that all Members will utilize to track students. It is designed to provide System Members (schools and mental health agencies) with critical data related to what types of mental health conditions are most prevalent among the students, the demographic characteristics of the students who need mental health services, their utilization of mental health services, caregiver engagement and changes in students’ mental health status from baseline until they complete services.
 
The Data Manager will be the point of contact between the organizations comprising the System of Care for School-based Mental Health (SOC/MH) and the Hub. This separate team is charged with supporting and coordinating the work of these organizations. The Data Manager will be a key team member of the Hub housed in SSKC. The SOC/MH information system will generate unique, random numbers for each student, ensuring their data is de-identified. This measure is in place to protect the students' privacy and ensure that SOC/MH complies with HIPAA and FERPA regulations regarding patient and student privacy. 
 
The Data Manager will be able to conduct queries and generate data reports based on the Members' needs. For example, the Data Manager is anticipated to need to prepare periodic reports with basic information such as the number of students served, their demographic characteristics, the leading causes for seeking Tier 3 mental health services, and the average length of time mental health services were provided.
 
Duties and Responsibilities: The Data Manager is responsible for overseeing the collection, storage, and management of the SOC/MH’s data assets. This includes ensuring the accuracy, completeness, and security of data sets and making sure that data is available for use by the SOC/MH Members. Specifically, the duties include,
 
Management/Relational Skills

  • Maintain relationships with the point of contact (POC) at the schools and mental health agencies, motivating them to maintain high data accuracy and utilization standards.
  • Train school and mental health agency staff on efficiently and effectively capturing and uploading data.
  • Troubleshoot with the point of contact at each school and agency to diagnose any problems with data capture, uploading, and/or utilization so that any delays or issues with data quality and completeness are addressed as early as possible. 
  • Monitor school and agency data to ensure they are as accurate and up-to-date as possible.
Data Security & Integrity
  • Ensure that all data are managed and secured in accordance with legal and ethical standards. The Data Manager will be expected to identify any possible threats to the security and integrity of the SOC/MH information system and propose solutions to eliminate or mitigate these threats.  
  • Manage database access and permissions for the schools and agencies for the POCs.
  • In the event of staff turnover at a member school and/or agency, the manager will take the necessary steps to block the departing staff member’s access and allow their replacement access.
  • Diagnose systemic problems and propose possible courses of action to the Hub Director. 
  • Ensure backup recovery for data assets and make recommendations regarding enhancements and/or improvements.
  • Develop policies, procedures, and standards related to database management. If any policies or procedures need to be improved, the Data Manager will propose changes and ensure that all Members understand and adhere to them.
Analytics & Reporting
  • Process data required by SSKC, SOC/MH Steering Committee, or Hub for periodic reports on the effectiveness and efficiency of the System of Care.
  • Provide data to schools and agencies, as needed, so they can measure outcomes. If Members require reports or data beyond what is programmed into the information system, the Data Manager will assist. If a request by a Member or the Steering Committee is technically too complex, the Data Manager will bring the request to the attention of the Hub Director, and together, they will determine how best to address it.
Qualifications
  • Bachelor’s degree in a relevant field such as information technology, business analytics, or social sciences with relevant experience.
  • Proven ability to communicate effectively in writing and verbally.  Reporting writing and chart/graph building experience.
  • At least three years of experience effectively managing data for an organization with multiple users and clients. 
  • Proven ability to support individuals and organizations by providing and using data and setting up and managing systems to ensure data accuracy and completeness.
  • Proven ability to identify glitches in data collection, uploading, and processing and to address these promptly and effectively.
  • Working knowledge of Microsoft Excel and Adobe.

Duration and Compensation: SSKC anticipates that this work will begin by October 25, 2024, and go through April 30, 2027.
