Fiscal Policy Analyst

The Fiscal Policy Analyst collects, analyzes, and synthesizes a broad range of data to develop meaningful recommendations to improve the lives of Kansas children and their families.

The Fiscal Policy Analyst:

• analyzes state and federal policy proposals, including the state’s budget, to determine their impact on the Kansas economy and low-income populations.
• researches and summarizes literature and publications.
• contributes to or leads the writing of internal and external documents, including reports.
• helps develop policy proposals and ideas to enhance economic security for Kansans.
• leads the collection and analysis of fiscal data.

This position requires strong writing, research, analysis, and interpersonal communication skills, and a deep interest in how state fiscal policy affects Kansans.
A good fit for this role is a person who has experience with policy analysis and data sources and shows curiosity and an ability to work independently.

Reporting to the Policy Director, the Fiscal Policy Analyst will work in the Kansas Statehouse and from our office located in downtown Topeka, Kansas. Some remote/hybrid work during non-legislative session times of the year is offered. This position is represented by Communication Workers of America Local 6400 and is a bargaining unit position.

KEY RESPONSIBILITIES

• Conduct research and analysis on budget and the fiscal aspects of KAC’s policy priorities.
• Create products (numeric, visual, and written) that combine data and policy analysis to inform and activate a variety of audiences.  These could include reports, fact sheets, policy briefs, blog posts, data visualizations, charts/graphics, spreadsheets, or other documents. 
• Build a wide range of knowledge on various policy areas including early learning, K-12 education, economic security, health, and related topics. Advocates in collaboration with the policy team to strengthen the state’s investments in children and families.
• Work with other team members during the Kansas legislative session by monitoring applicable committee meetings, visiting with lawmakers, and providing legislative updates back to the KAC team and external partners.

SKILLS AND EXPERIENCE

• 3-5 years of experience working in finance, analysis, or a similar field, or an advanced degree in economics, public policy, sociology, or a related field.
• Strong desire to use data, policy, and advocacy to ensure that all children reach their potential.
• Strong research skills, including the ability to use and interpret a wide range of sources, such as legislation, regulations, government data, and academic work in fiscal policy and economics.
• Ability to coordinate complex projects and work in cross-functional teams.
• Excellent research and writing skills, including the ability to synthesize complex data and policy information for various audiences, as demonstrated through writing and data visualization samples.
• Demonstrated capacity to set priorities; work on multiple complex and detail-oriented projects, often on a time-sensitive basis; and work effectively individually and as part of a team.
• Ability to prioritize work, meet deadlines and identify emerging policy challenges and opportunities.
• Helpful but not required is knowledge of state fiscal and economic policy, particularly in Kansas.
• Commitment to and interest in race equity and inclusion, through improving the health, education, and economic opportunities of children and families of color.

 
WORK CONDITIONS
Our organization follows a hybrid work structure where employees can work remotely or from the office. This position requires an in-person presence in the Statehouse during the legislative session, and in the office for specific tasks, team meetings, and formal and informal collaboration. This position requires an ability to work long hours during legislative session and commute to meetings and events throughout the state and to national conferences, as needed.
 
COMPENSATION AND BENEFITS
The salary range for this position is $55,000 – $58,500 annually, commensurate with qualifications and experience.
