TRANSPORTATION PLANNER I - III
The Mid-America Regional Council (MARC) is seeking a qualified individual to serve as a Transportation Planner. This person will be responsible for working with MARC’s Transportation and Environment Department to provide support and assistance for developing plans, policies, programs, and related projects.

ABOUT US
MARC, the association of local governments and metropolitan planning organization for the bistate Kansas City region, promotes and supports cooperation on regional issues, including transportation, the environment, our workforce and economy, aging services, community development, quality early learning, public safety communications and emergency services. MARC prepares a long-range Metropolitan Transportation Plan every five years, including elements for all modes of travel, a Transportation Improvement Program every two years allocating federal funds to projects, and other metropolitan planning products. The planner will work with MARC’s transportation and environment department to provide support and assistance for developing plans, policies, programs, and related projects. The planner will provide support for regional transit planning activities, regional performance measurement programs, travel demand modeling, funding programming activities, among other tasks. The planner will provide support for engaging local officials, other stakeholders, and the public in integrating regional transportation and environment planning initiatives, both with each other, and with local government and statewide plans.

ABOUT THIS POSITION
The planner will assist in the support of one or more regional committees that provide oversight to regional planning efforts and funding programming activities. The planner will assist in developing information to support a comprehensive engagement process involving local officials, other stakeholders, and the public. The planner will be responsible for collecting and analyzing information about land use policies that could affect transportation investments; meeting with local officials and other stakeholders to discuss plans and policies; and identifying approaches to enhance the region’s public transit system through supportive local land use policies. The planner will work with the agency’s public affairs staff to engage citizens in the planning process. The planner may also provide technical support to the agency’s travel demand modeling program.
Specifically, this planner will oversee and/or support the following work areas:

  • Public engagement & outreach
  • Development and maintenance of the agency’s Public Participation Plan
  • Lead Department’s Public Service Announcement PSA campaign
  • Kick off and lead other engagement focus groups (ex: High School Focus Group, etc.)
  • Help organize and convene MARC’s planners’ roundtable
  • Support Environmental Justice analysis work around MTP, TIP, and other initiatives
  • Support and ensure compliance with Title VI, Limited English Proficiency requirements
  • Support Diversity Equity and Inclusion goals for department work efforts
  • Support transit planning work
  • Provide lead staff support to Mobility Advisory Committee. Help support programming of FTA Section 5310 funds
  • Support work of Regional Transit Coordinating Council Technical Team.
  • Support and ensure compliance with federal performance measures program requirements (transit measures)
  • Advance Mobility Hub planning workplan.
ABOUT YOU
Skills you’ll need
  • Knowledge of the principles and practices of urban and regional planning, transportation planning, environmental planning, and community planning and/or other related disciplines and strong project management skills.
  • The position requires the ability to be effective in working with diverse constituencies, including local government officials, internal and external boards and committees and the public.
  • The position requires interpersonal skills necessary to effectively interact with internal staff; effectively communicates with the general public, media, and outside organizations to successfully present information, respond to questions and consult with others.
  • The position requires strong attention to detail, ability to handle multiple demands simultaneously, strong interpersonal skills, excellent oral, written communication and public speaking skills, and experience with communicating regional land use, transportation and environmental planning concepts.
  • The position requires skills in operating computer programs using spreadsheet, database, word processing, geographic information systems, and other similar programs.
  • The position requires skills in interpreting complex graphic and/or computer output related to the urban planning process.
  • The position requires knowledge of the principles of research, standard statistical procedures, sources of planning information, and techniques used in the preparation of materials for presentation.
  • Skill in identifying and developing grant opportunities and submitting grant proposals.
Basic requirements
Depending on the level of Planner, the positions require a minimum of a bachelor’s degree and a master’s degree in transportation planning, regional planning, geography, public administration, business analytics, data science or closely related field.
Demonstrated experience using data and data tools to drive decisions in innovative directions.
  • Planner I - A bachelor’s degree is required. A Master’s degree is preferred.
  • Planner II – 2 to 5 years’ experience and a Master’s degree required  
  • Planner III - 5 to 8 years’ experience and a Master’s Degree required
All positions require successful and progressively responsible and related work experience, and project management experience.    
 
Additional qualifications
  • Certification from American Institute of Certified Planners (AICP) is preferred.
SALARY AND BENEFITS
Starting salary for a Planner I is from $44,384 to $55,485 per year, depending upon qualifications.
Starting salary for a Planner II is from $50,905 to $63,630 per year, depending on qualifications.
Starting salary for a Planner III is from $58,293 to $72,862 per year, depending on qualifications.
