Deputy Director of Public Health

Position Summary:
The Deputy Director of Public Health supports the Director in the overall leadership and management of the health department. This position directly oversees four divisions and the managers of those divisions: Community Health, Epidemiology, Environmental Health, and Planning & Operations. This position is part of the executive leadership team and is one of two health department Deputy Directors, the other being the Deputy Director of Clinical Services. The Deputy Director of Public Health directs the department in the absence of the Director.

Essential Job Functions
• Health Department leadership
    o Partners with the Director, Deputy Director of Clinical Services, and Executive Leadership Team in     essential leadership, strategic planning, and organization development activities.
    o Provides leadership and oversight of all regulatory activities of the department; assists in ensuring     that all statutory, regulatory, grant and contractual obligations are met.
    o Exercises leadership in a manner consistent with the department’s values and embodies servant     leadership.
    o Participates in the Executive Leadership Team (ELT) and shares facilitation responsibilities for the     ELT.
    o Provides oversight of departmental operations in the Director's absence.
    o Assists staff with mentoring and coaching; is visible and approachable as a sounding board and     resource to managers.
    o Provides consultation and expertise to the Department Director and to all department divisions.

• Culture creation
    o Leads the development of a high performing organization by actively promoting a culture of     continuous improving and supporting the Planning & Operations Manager in directing quality     improvement activities for the department.
    o Actively mentors, coaches and collaborates with employees to promote the department’s mission,     vision, and values.
    o Encourages leadership and empowerment at all levels of the organization.
    o Ensures the health department is an open and safe space for employees and is fostering diversity,     equity, and inclusion in both internal and external work.

• Operational management
    o Assists in the development of major contracts and the annual budget.
    o Collaborates with the UG Legal Department on any legal issues facing the department, including     proposed modifications to local ordinances.
    o Provides oversight of the department's operations to ensure that all records management,     personnel/pay rep responsibilities, HIPAA privacy, and security compliance and other departmental     compliance responsibilities are managed in a manner consistent with county policy and procedure.
    o Coordinates with the Director and Public Information Officer in planning and implementing public     information and outreach activities related to the department's programs and activities.
    o Represents the department to the media, community organizations, stakeholders or other venues to     promote public health programs and address issues.

• Partnership management
    o Coordinates and collaborates with state and local partners.
    o Manages departmental preparation for board meetings and public hearings.
    o Provide consultation and expertise to other departments/agencies of the County.
    o Assists the Director in working with County Administrator’s office and elected officials for day-to-day     concerns and communication.
    o Attends and leads other meetings as requested by the Director.

Perform general responsibilities as part of the job requirements listed above:
• Maintain an understanding of the various processes and procedures of department
• Utilize strong communication skills and professionalism
• Maintain professional and cordial interactions with community partners, staff and others at all times
• Other duties as assigned

Minimum Requirements:
• Bachelor’s degree in a related field
• At least five years of experience in public health or a related field and at least two years of experience supervising employees
• Must be comfortable speaking to a variety of audiences on behalf of the department
• Demonstrated ability to work well with people of various ages, backgrounds, ethnicities, and life experiences
• Ability to work collaboratively in a team, manage multiple priorities, and have exceptional time management and organizational skills
• Must reside in Wyandotte County or be willing to relocate within 12 months of date of hire.

Preferred Requirements:
• Masters degree in a related field
• Experience working within a public health department

Must reside in Wyandotte County or relocate to the county within 12 months of hire. Benefits package. Salary range: $65,166 - $108,014/year.
