Director of Human Resources/Section Chief of Operations

With guidance from the Deputy Director, the Section Chief of Operations/Director of Human Resources is responsible for carrying out section objectives- including managing all human resource functions- as well as evaluating program services and ensuring compliance with local, state and federal laws, contract requirements and Section policies and procedures. The Section Chief also supervises and coordinates activities of personnel carrying out program goals?
Position Status: Full-time, hybrid remote program eligible after 6-months
Duties include:
- Collaborates with the Deputy Director to manage section operations, including planning, managing and monitoring Section activities to meet agency strategy, goals, and regulatory requirements?
- Assists the Deputy Director in planning, developing, administering and monitoring organizational policies and procedures, developing long range goals and objectives, including successful implementation of CCPHC Strategic Plan Goals?
- Provides oversight to all organizational human resource functions, including but not limited to recruitment and retention, interviewing and selection, workforce development, employee performance management, organizational climate, compensation and benefits, workforce planning and personnel record maintenance?
- Develops and administers human resource policies, procedures and practices including communication to staff?
- Administers organizational benefits, property and casualty insurance policies?
- Assures that all necessary grants and contracts of the Section are prepared, updated and managed according to requirements?
- Coordinates with key stakeholders and provides leadership in the development of programs and policy and facilitates communication in program-related matters to maintain strong collaborative relationships??
- Practices responsible stewardship of CCPHC resources/public funds and assists Deputy Director with budget development??
- Monitors program performance and provides detailed reports, work plans and records to the Deputy Director for action?
- Ensures compliance with regulatory and CCPHC standards, and stays current on and advises Deputy Director regarding program compliance changes?
- Recommends changes when warranted regarding goals, policy, procedure, and controls related to program initiatives??
- Collaborates with academic institutions of higher learning for appropriate student placement to meet objectives of the program??
- Performs “hands-on” work within the program as assigned or needed to achieve Section goals?
- Utilizes data and continuous improvement processes to make evidence-based, forward looking decisions and to improve efficiency, cost savings, and productivity?
- Maintains accurate and organized program files according to Record Retention Schedule?
- Maintains strict confidentiality; adheres to all HIPAA guidelines/regulations??
- Reports for special assigned duties during a public health emergency, if applicable?
Position Qualifications: A Bachelor’s Degree from an accredited four-year college or university in Human Resources, Public Health, Public Administration, Health Services Administration or related field is required; a Master’s Degree is preferred. An equivalent combination of education and/or related experience may be considered in lieu of a Master’s degree.?
Two years of related experience and two years of supervisory experience in leading teams is required; five years of experience is preferred?
Excellent communication, computer, organizational, time management and attention to detail skills are required?
SPHR, SHRM-SCP and/or IPMA-HR certification is preferred?
The ideal candidate will be a self-starter with a strong capacity to prioritize and complete a variety of tasks in a timely, accurate manner?
