Assumes responsibility for the overall planning, organization and execution of all Planned Parenthood Great Plains (PPGP) IT functions, including oversight of IT staff members.
The Information Technology Manager is responsible for the entire information technology and communication platform of Planned Parenthood Great Plains. The responsibilities include, but are not limited to: Supervision of IT staff; budgeting and maintaining capital and operating expenditures; hardware and software selection, installation, configuration and management of complex network, application and voice systems. 
This full-time position is on a fixed-term contract basis from March 2019 to March 2020. The selected candidate will be entitled to participate in PPGP’s benefits.
Manages and oversees all IT planning, implementation and maintenance processes including: network configuration, system applications, training, systems maintenance and recovery, back-up, security, new system implementations and interfaces.
Serves as PPGP’s HIPAA Security Officer with responsibility for ongoing management of information security policies, procedures, and technical systems in order to maintain the confidentiality, integrity, and availability of all organizational healthcare information systems.
Responsible for all computers, printers, networks, telecommunication systems, applications and databases across the affiliate, including the physical and logical infrastructure to support application delivery services.
Devises and establishes IT policies and systems to support the implementation of strategies set in the organization’s strategic plan.
Coordinates and works collaboratively with IT staff to provide support and meet end user requirements for internal and external customers.
Responsible for technical architecture, vendor relationships, purchase and acquisition, technical security, technical operations and all activities in support of effective technical operations.
Has the ability to learn and adapt to new technologies quickly and communicate these support requirements to the IS leadership and support teams. This position requires both hands-on technical support and management of staff.
Assists in building relationships with vendors and creating cost-efficient contracts.
Maintains confidentiality of all PPGP information, patient nonpublic personal information (NPI) and personal health information (PHI), as well as records directly or indirectly identifying any person currently or formerly receiving services from PPGP.  Complies with PPGP confidentiality policies and procedures.

Additional responsibilities will be assigned as needed to maintain and improve effective functioning of the department and to advance the mission of the organization.

Required Knowledge Skills and Experience

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required.
Bachelor’s degree and demonstrated ability in computer science, information systems, or a related field. Three to five years in senior technology position and supervisory experience required. Priority given to candidates with healthcare IT experience.

  • Possess superior organizational skills needed with ability to multi-task and prioritize commitments. 
  • Maintain ability to work flexible hours, including Saturdays and evenings.
  • Travel to all parts of the facility and throughout the affiliate network including Arkansas, Kansas, Missouri and Oklahoma.
  • Effectively support and carry out PPGP’s mission.
  • Maintain good heath as verified by physical exam and TB testing.
Preferred Qualifications
Understanding of SQL language and database.  Prior experience with Powershell scripting.
Ability to read, analyze, and interpret common technical journals. Ability to respond to common inquiries or complaints from staff, regulatory agencies, or members of the business community.  Ability to effectively present information to management, public groups, and/or boards of directors.
Ability to work with mathematical concepts such as fractions, percentages, ratios, and proportions to apply to practical situations.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Reports to the Vice President of Operations.  Principal contacts include other PPGP staff, Senior Leadership team, Information Technology staff from other Planned Parenthood affiliates, Vendors, and professional contacts in the Information Technology community.
Supervises the IT Network Infrastructure Specialist, EMR Specialist, IT Systems Administrator, IT Helpdesk Technician, and others assigned by the Vice President of Operations.
