Data Developer/Analyst Position
MARC’s Research Services department provides data and analytical support to promote the achievement of the above policy goals. This position will primarily support the goals for efficient transportation, quality places and healthy environment. To provide this support, Research Services seeks to expand its capacity to collect data from a wide variety of sources, integrate and analyze the data, and communicate the results (both online and in written reports) with public and private decision-makers.   
The successful candidate for this new position will demonstrate proficiency in the use of a variety of digital tools and analytical methods. While most of the work will involve designing and implementing the enterprise data systems needed to support regional decision-making and problem-solving, this position also requires someone with the ability to analyze the data and make it understandable to program staff, upper management and public officials.
The data developer/analyst will collaborate with internal staff and external clients (local governments, civic organizations and others) to analyze their data needs, design efficient and appropriate methods to integrate the necessary information, and deliver effective solutions. This position develops and manages projects; automates routines or processes to efficiently work with large datasets; uses best practices for relational databases to create, develop and maintain enterprise data systems; analyzes spatial data; helps to create online content to facilitate data access and aid decision making; and provides training and problem-solving support to MARC staff and participating agencies.
Job Responsibilities
The data developer/analyst position includes the following responsibilities:
  • Collect, edit, and maintain data; ensure data is accurate, current, and complete through quality assurance procedures; establish routines for data cleansing; transform data into meaningful end-user information; use various techniques such as data mining, process automation, workflow modifications and agency collaboration to develop new and enhance existing datasets.
  • Complete process automation tasks, which may include programming enhancements, configurations or modifications of existing, future and third-party applications; facilitate increased functionality and usage of applications through visual programming languages and techniques. Create, review, and maintain documentation related to system software use and support, including procedures, processes and metadata.
  • Respond to end-user questions, inquiries, and ad-hoc requests, including data development, map production, reports and presentations. Work directly with end-users to evaluate solutions, fulfill requests, and recommend solutions that support sound decision making.
Job Requirements:
The position requires a strong customer service orientation; the ability to manage multiple projects under deadline; the ability to work collaboratively as part of a team; and the ability to work with diverse external stakeholders and groups. 
A bachelor’s degree in Data Analytics, Data Science, Computer Science, Business Analytics, Geography, GIS, Economics, Statistics, or a related field with a strong data management or analysis component is preferred. Any equivalent combination of education, training, and experience, which would provide the required knowledge, skills and ability, may be reviewed and considered.
The person in this position must have expertise in querying and manipulating relational databases, and be able to develop applications for editing, browsing, or querying data. The position also requires experience with ETL (extract, transform and load) processes. The data developer/analyst must demonstrate a strong ability to translate technical material into language understood by non-technical audiences, in both oral presentations and written reports. He or she must also be able to analyze data using a wide variety of techniques, including statistical analysis programs and geographic information systems (GIS). 
Preference will be given to individuals with:
  • Strong Microsoft SQL experience.
  • Exceptional project management and problem-solving skills.
  • Proficiency using FME, SQL Server Integration Services, SQL Server Reporting Services.
  • Proficiency in Python, R, SAS, Javascript, PHP, Visual Studio and/or HTML5.
  • Proficiency using ESRI GIS applications, including spatial statistical analysis.
  • Demonstrated experience with “Big Data” tools and datasets.
  • Experience analyzing or developing applications using transportation-related data such as crash locations or transit schedules from GTFS (General Transit Feed Specifications). MARC is especially interested in experience using high-volume data coming from “smart transportation” devices and “smart city” initiatives, including traffic signals, mobile phone locations, embedded sensors, vehicle GPS, etc.
  • Experience with visual analysis and dashboard creation using programs such as Tableau or Power BI.
  • Demonstrated knowledge of planning topics such as land use, transportation, housing, economic development, sustainable development and zoning.
  • Knowledge of land use modeling tools, spatial and statistical data analysis, interpretation, report preparation, and presentations.
  • Familiarity with the principles and practice of scenario planning.
  • Proficiency with diverse data sets from federal, state, and local agencies, such as the Decennial Census, American Community Survey (ACS), ACS Public Use Microdata Sample (ACS PUMS), Bureau of Labor Statistics (BLS), Longitudinal Employer-Household Dynamics (LEHD), and the Census Transportation Planning Package (CTPP).
  • Excellent written and oral communication skills.
