Policy Update: Threat to Nonprofit Partisanship

Policy Update: Threat to Nonprofit Partisanship

Earlier this week Nonprofit Connect informed you about a provision, Section 116 of the House Financial Services and General Government FY2018 Appropriation bill, that would weaken enforcement of the law on nonprofit partisanship.

With a close vote of 24 for and 28 against, the amendment to remove Section 116 failed yesterday. The full Appropriations bill passed today and Section 116 will now prohibit IRS enforcement of the Johnson Amendment without congressional involvement.

The National Council of Nonprofits released the following statement on the vote: Nonprofits to Congress: Don't Politicize Houses of Worship

It is still not clear if the issue will be brought to a vote again. With healthcare reform, tax code reform, and budget issues looming over the congress, another vote for Johnson Amendment reform may not be a high priority.

We will continue to update our members on this important issue.
