Payroll Specialist/HR Generalist

We are seeking a skilled HR and Payroll professional with 3+ years of experience. This position includes HR processes, payroll processing and benefit administration, and ensuring adherence to employment regulations. The ideal candidate will have a proven track record of success in these processes and strong organizational abilities. Having experience with Paylocity is paramount.

Description: Reporting to the Controller, the Human Resources Generalist is a full-time, exempt position. The Human Resources Generalist leads agency recruitment, conducts onboarding,manages benefit enrollment and payroll processing.

MAJOR JOB TASKS AND RESPONSIBILITIES:

Agency Hiring/Recruitment:

Lead agency recruitment efforts – post job ads, organize resumes and job applications, and set up/conduct interviews.

Conduct employee eligibility verification, background and reference checks, onboarding, and set up in payroll system.

Payroll Processing & Management

Direct payroll processing and verification of employee hours, earnings, changes, deductions.

Benefit onboarding, management, and monitoring.

Research and resolve employee queries, ensuring a high level of customer service.

Maintain accurate and up-to-date employee data in all payroll and benefit related systems.

Serve as point of contact with benefit vendors/administrators.

Facilitate open enrollment and serve as liaison between brokers, vendors and employees.

Work with accounting to create and monitor expense deductions and allocations by programs and grants.

Knowledge Management: Develops the necessary systems, processes, and tools to better support human resources information and data collection:

Provide report information for accounting, development, workmen’s compensation, and labor agencies as needed.

Aid in updating and maintaining hiring manual/data and standard operating procedures as it pertains to human resources.

Maintains compliance with federal, state (Iowa, Kansas, and Missouri), and local employment laws and regulations, and recommended best practices; reviews policies and procedures to maintain compliance.

Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

Relationship Management: Builds and maintains strong relationships with staff, payroll and benefit partners.

Serve as a liaison between employees and benefit partners to answer questions in a timely manner.

Understand the benefit packages offered by the carriers, including 401k, and be able to navigate the systems to aid in getting information/education materials to employees.

Other duties as assigned that further agency goals and objectives.

Job Type: Full-time

Pay: $60,886.00 - $63,872.00 per year
