Human Resources Specialist - Volunteer & Intern

Clay County Public Health Center, nationally accredited by the Public Health Accreditation Board, was established in 1953 to protect the health of Clay County residents by implementing population-based prevention programs and services. The Health Center seeks candidates for the position of HR Specialist - Volunteer & Intern to perform activities within the Operations Team. The Human Resources Specialist is responsible for performing administrative duties within the Operations Team, including but not limited to assisting with human resources processes and general agency-related activities as assigned. This position oversees the volunteer and intern program.

Position Status: Full-time, eligible for remote work following 6 month training period

Duties include: 

  • Plans, develops, and implements volunteer and intern recruitment programs for school districts, universities, civic groups, businesses and the community at large
  • Develops and maintains cooperation between public, civic, professional, and voluntary agencies
  • Promotes volunteer and internships discussions with local public health system (LPHS) partners including schools, industry, and community agencies
  • Supports the human resources program by carrying out assigned activities related to recruitment, retention, selection, satisfaction, work environment, learning and development, performance management and benefit administration, as assigned
  • In absence of the general Human Resources Specialist, attends Board of Trustee meetings each month, recording accurate and concise meeting minutes 
  • Performs activities in an accurate, timely and confidential manner, such as but not limited to filing, creating professional word documents and basic spreadsheets, proofreading, data entry, and troubleshooting 
  • Interacts effectively with staff, management and vendors as assigned to ensure compliance with applicable regulations and CCPHC policy & procedure
  • Participates in development of, updates and organizes agency policy and procedures as assigned
  • Maintains hard copy and electronic files in an accurate, organized and confidential manner to ensure proper record retention 
  • Maximizes office productivity through proficient use of appropriate software applications 
  • Uses and serves as subject matter expert to management for copier, fax machine, postage machine and other office equipment 
  • Proactively provides feedback for improvements that improve quality, efficiency, cost savings, productivity, systems, and/or procedures
  • Maintains accurate, organized work records, documents and files
  • Maintains strict confidentiality; adheres to all HIPAA guidelines/regulations 
  • Reports for special assigned duties during a public health emergency, if applicable

Position Qualifications:

  • A high school diploma or general education degree (GED) is required; an Associate or Bachelor’s Degree in a related field is preferred
  • Two years of administrative experience, proficiency in Microsoft Word and Outlook - and working knowledge of Microsoft Excel - is required
  • Excellent written and oral communication, computer, organizational, time management, ability to work 
  • independently and attention to detail skills are required
  • Experience in human resources or a related area is preferred
  • With support from the Health Center, obtain at minimum the Associate Professional in Human Resources (aPHR) certification within one year of hire
