Regional Housing Program Manager
The Mid-America Regional Council (MARC) is seeking a qualified individual to serve as the Regional Housing Program Manager. This person will be responsible for overseeing key regional initiatives around housing providing regional coordination, leadership, and innovative solutions to increasing and preserving housing in the Kansas City region through the Regional Housing Partnership.

MARC, the association of local governments and metropolitan planning organization for the bistate Kansas City region, promotes and supports cooperation on regional issues, including transportation, the environment, our workforce and economy, aging services, community development, quality early learning, public safety communications and emergency services. Work is performed with oversight from the Local Government Services Director in coordination with our external partner LISC of Greater Kansas City. Key ongoing projects include the creation of a regional housing fund, developing key workgroups to advance goals of the regional strategy committee and continuing the producing of high-quality data analysis to inform the region of housing issues and monitor progress.
ABOUT THIS POSITION
This is a highly responsible position that makes up part of the Local Government Services leadership team. This position works with other key MARC groups such as coordinating the First Suburbs Coalition and facilitating regional discussions along the entire spectrum of housing – from homelessness services to first-time homebuyers. This position requires a high level of familiarity with broad housing issues, fiscal management, facilitation, personnel management and fundraising.
What you’ll do
- Program Leadership: Lead the MARC Housing team and provide direct leadership for the Regional Housing Partnership Initiative. Strong coordination and interpersonal skills are required to manage relationships with key partners both internally and externally. These include relationships with our key partner LISC of Greater Kansas City, our Data and Digital Services team, transportation and environment along with several consultants and community organizations, leaders and residents. Serves as the primary contact for housing work being available for presentations, board meetings, member questions and press inquiries.
- Team Leadership: Manages and develops MARC Housing team talent and acts as a cross-department leader and expert for housing related items.
- Stakeholder and Committee Management: There are several groups this position either coordinates or is member in advancing housing solutions across the region.
- Collaborate: Builds relationships with external partner agencies, foundations, stakeholders and other MARC departments to integrate housing solutions of the RHP within their work.
- Project Management: Exercises exceptional team project management skills including development of new programs. Oversees the selection, management, and use of consultants, including procurement, negotiating contracts, monitoring deliverables for quality assurance, providing support, and evaluating performance.
- Grant Management and Reporting: Works closely with finance and funders to ensure prompt reporting and follow-up. Manage overall financial health of a program including creating budgets, monitoring and reporting on expenditures, as well as identifying and addressing future financial needs.
- Financial and Budget Management: Works with finance to prepare a variety of fiscal reports for reporting and establishes internal MARC budget and cross organization budget with LISC Greater Kansas City. Completes required narratives for budget presentations and documents both internally and for fundraising proposals.
- Monitor Best Practices: Understands and initiates ongoing review and updating of housing best practices aligned with work the Housing Program and stakeholders are working towards including planning, zoning, finance, advocacy, production and ways to measure progress.
Skills you’ll need

- Experience working with and managing grants
- Ability to identify needs, research funding opportunities and draft fundable proposals for grant submission.
- Ability to make sound decisions by applying policies and procedures and using available resources.
- Understand the mission of MARC and exemplify MARC's core values.
- 3+ years in local government management, urban planning, community and regional planning, non-profit program management, and/or project management.
- 3+ years financial management, computer and organizational experience required. Government or non-profit budgeting experience preferred.
- Prior experience working with local governments, coalition building, housing authorities, housing-related non-profit organizations, and/or private housing developers/builders preferred.
- Bachelor’s degree in public administration, non-profit management, community and regional planning or a related field. Master's degree preferred.
- Any equivalent combination of knowledge, skills, education and experience may be considered to meet minimum qualifications.
- Proficiency of Word, Excel, Teams, Office 365, and ability to learn and use various software platforms

Starting salary for this position is from $72,500 to $96,014 per year, depending upon qualifications. MARC offers an attractive team-oriented work environment along with a competitive fringe benefit package. MARC offers employees flexibility to work remotely for up to two days per work week.
