LIHEAP Program Manager

Summary: The primary responsibility of the Program Manager is the oversight of the Low Income Home Energy Assistance Program (LIHEAP) funded by the Missouri Department of Social Services. Our office serves eligible residents in Jackson, Clay, and Platte Counties with utility assistance. The Program Manager ensures programmatic compliances with all DSS requirements and acts as a liaison between the agency and the State team. The Program Manager is also the primary contact between area utility vendors and the agency. The Program Manager ensures that services are provided with a focus on customer service and cultural awareness.

Requirements: MA preferred; BA/BS in a related field and 3 years of related management experience. Minimum 1 year of grant management. Valid Driver’s License and reliable transportation. This position requires the ability to ensure a high quality of work being performed by all LIHEAP staff. This position requires critical thinking skills; the ability to multitask; the ability to work in a variety of different software systems; the ability to effectively communicate; and the ability to supervise a team expected to provide services to individuals from various socioeconomic and cultural backgrounds. Ability to be flexible and creative is key.

Responsibilities: Ensures that all LIHEAP applications and personnel records are maintained in a manner sufficient to meet the requirements of the State. Communicates with State LIHEAP team, referral sources and other related parties. Seeks out opportunities to create beneficial partnerships with other providers, agencies, etc. and maintains established partnerships. Maintains a routine supervision schedule with staff members, including 90 day and annual evaluations. Ensures that program is stocked with necessary supplies. Maintains document management software to ensure accuracy and functioning. Responds to crisis and emergencies with a calm and reasoned response. Responds to hearing requests in a timely manner to meet State requirements. Adheres to policy and procedure as outlined in the LIHEAP Policies and Procedures Manual. Assists in processing applications during high volume time periods.

Salary: $45,000-$55,000
